  This looks like a configuration issue, but try the easy test first:
Open a command prompt on the troublesome server, and run NSLOOKUP
queries explicitly against each forwarder target.  Do you get proper
results?

  You might try deleting all the forwarders, and then re-entering them.

  It almost looks like the cache entries the DNS server is pre-loading
(to enable the forwarders and root hints) are corrupt.  It's been
years, but as I recall, that stuff is kept in the registry, but can be
recreated from a file on disk.  Google "cache.dns" to see if I
remember correctly.  :)
