For this many people, you'll want to make sure the hardware will do the job. In particular, you can't simply hang some modems off your serial ports and expect good results. You'll want fax boards built for the task - Brooktrout is one of the major vendors of these kinds of boards, and there are probably others. We happen to use Rightfax, which is one of the major players for fax software, and there are lots of others for that, too, including at least two of open source product: hylafax and mgetty.
