Thanks for your reply - I've since discovered the TS service does start in
Safe Mode (with Networking), and I can telnet to the listening port (TCP
3389), but when I try and open up an RDP session from the client I receive
"Your Remote Desktop session has ended....".

Likewise, the telnet service also can't be started in Safe Mode.

Open to suggestions!!
