Really you should have the other person change their password or change if for 
them.  If that does not work go to HR and say so and so is using so and so 
username to log in to bypass security blah blah blah....

If those option do not work and you really want to only let that person log 
into that computer...  I do not believe you can lock down the username field 
but you can allow or deny users from logging in locally through the local 
security policy. "Allow log on locally" and "Deny log on locally" use them 
wisely.

They are using someone else's login name. That is why I wish to prevent the 
user from changing his/her login name. I would like that he/she would only be
