When I first started here, everyone had local Admin rights on the
computers, after a while we changed those to reg. users and then setup a
GPO that requires the Domain Admin to enter user name and password in
order to install.

Mmm... I just found 5 instances on my network. Nobody here has admin
rights.  It's getting installed somehow.
