Dell's have a sweet little control applet for it.  I've got mine set so
that
the damn touchpad is *ALWAYS* off and the pointstick is off if a USB
mouse
is attached.

The few HP laptops I've seen have a big button to turn the touch pad on
and off.  It's the only thing that's kept me from smashing mine.  Bummer
if they no longer have that button!
