I believe they will have to be local admins. You could also try
delegating them the rights to manage workstations through AD to that
particular OU.

Subject: Granting Login rights to a laptop

 

I need to be able to give a set of users the ability to login to a
workstation and override whoever is logged in without granting them
local admin rights to the laptop.  Any ideas?  I looked through the
security and User Rights assignment.  Will the allow logon locally give
them this right.  I am pretty sure it will not allow them to override
anyone logged in and log them out.  I want to assign this to an OU.
