You can stagger it by setting the policy and then go to an OU (or just select a group, range, whatever) highlight the accounts, select properties and set the change password at next login for the whole group. I did this and did an OU a week to keep the support calls to a minimum when they screwed it up.

What I did, was to check the User must change password on next login. That way, there was no guessing. In my testing, setting the expiration does NOT force them to change it until after the number of days you set.
