If you mean he tried a repair install using an XP Home or Pro install CD, that wouldn't be a good idea. Always repair using a CD from the same edition of Windows. Don't have that CD? Then you can't repair install.
If an XP MCE install CD was used, then "the XP setup gives an error" is too vague to offer any suggestions. Get the exact error message.
