  Yes.  There are more network protocols in the world than IP.  True
push technologies send a protocol message to the mobile device to
notify it that it has new mail.  This means the device doesn't have to
wake-up out of low-power mode, start the IP stack, and increase radio
transmit power (to give IP something to work with) just to check for
new mail every 30 seconds.
