Yes, I tried CTRL-ALT-INS, and also selected "Send CTRL-ALT-DEL" from the
menu of both the VI client and Dameware.

The keys work individually.  I used CTRL-C, CTRL-V to copy and paste
something, SHIFT-DEL to delete it and CTRL-ALT-ESC to bring up task manager.

The refusal to logoff as well makes me think something is amiss
software-wise.  Someone else originally complained of the problem, so it
isn't just my workstation/ineptitude.
