On x86: PAE is required for DEP (Data Execution Prevention) because the NX (No Execute) bit is stored in one of the extra bits that become available in the page table. Thus even if you don't have >4GB of physical RAM in your box, PAE will always be enabled on Vista/Windows Server 2008 for this security measure
For x64: PAE is not relevant.
