  Depending on the situation, a Linux-based partition tool may work.
The limitations are that it only works with a standard partition table
(i.e., Basic Disks, no Dynamic Disks), the disk controller has to have
Linux drivers, and you have to shut the system down and boot from CD
to do your disk operations.  Sometimes this fits the situation well,
sometimes it's out-of-the-question.  Your call.

  In appropriate situations, I've used SysRescueCD with success.  It
includes gparted (GUI partition editor) and partimage (an NTFS-aware
partition image utility).  And you can't beat the price.  :)
