It does and it does not, it depends on what the source of PoE is.

Endspan injectors - typically a PoE switch - puts power on the data pairs.

Midspan injectors - a device that sits between the device and the
hub/switch - puts power on the unused pairs.

With Gig-E endspan is your only option.
