  Your logs turned into text soup due to your mail client wrapping
lines, but the message "The connected party did not properly respond
after a period of time" stuck out to me.

  This is a stretch, but: Is it possible to configure ISA to check SSL
certificates and CRLs (Certificate Revocation Lists)?  If so, maybe
the CRL server is unreachable and timing out when ISA tries to
retrieve the CRL?

  If you can, get to a computer outside your firewall, but on the same
net feed, and try it from there.  If that's not possible, can you try
running "TELNET dod-emall.dla.mil 443" from the ISA host and see if it
can even establish a TCP connection?
