Yes. For 9.x, each Adobe patch is against the previous release, not the full install. For Reader, they released 9.1.0 as a full install (MSI), or you can get a patch (MSP) to bring 9.0 to 9.1.0. But for 9.1.1 and 9.1.2, I haven't found any full install releases. For Acrobat, you always need to patch from 9.0 to 9.1 to 9.1.1 to 9.1.2.
