Browser elections happen all the time. If the roles are set up correctly it shouldn't win. You minimize them by disabling the various clients ability to function as a browse master. For *NIX it's in a conf file somewhere in SAMBA IIRC. There is an old KB article in like the 140000 range about browse masters that was still pertinent last time I looked at it.

I think you're still at the mercy of the browser election process no matter how this key is set.
