WSUS uses BITS to download updates from whatever upstream server you have. Not 
sure why Update Services would depend on BITS though. I assume that the Updates 
Service can start without BITS having started first.

This is a WSUS server, I'm guessing Update Services kicked off BITS, but why 
was there almost 12 hours from the time I chose manual, and why doesn't BITS 
list "Update Services" as being dependent on BITS?
