If the GPO instructs to do something from 8a to 5p local time the client
will exceute the action from 8a to 5p of its local time

Computers don't care about time zones, they exist only to display time
for humans.   Any time settings you establish are converted to universal
time based on the TZ of your machine.  And universal time is the same
everywhere.

If I have a GPO to throttle BITS from 8a-5p, but the server is question
is in a different time zone what hours will the remote server use with
the GPO? Does it use local time, or DC time?
