Every email contact I've had with Dell in the past several years has included their supervisor's information in either their introduction, or with every message. In some cases, their supervisor's supervisor as well. Start there. You can also just call 800-WWW-DELL and punch the buttons for the general sales queue and explain you want a new rep; I did that myself many years ago. There's also an "Unresolved Issues" page on their web site.
