Same here, we can't roll out IE7 to a specific dept here as the company is looking for 50K just to support it on IE7.
The best thing about it is, IE7 was released before we got the application, it'll work in ie7, but not supported. I've had to decline IE7 in wsus just to make sure that it doesn't get installed accidentally.
