We've used TimeClock Plus from Data Management, Inc. for the past nine years for about 250 people in 25+ locations. Don't use the biometrics, but they're available. They have several standard export formats, but will also write a custom export if necessary for a reasonable fee. Has been a few years since we last purchased an upgrade, but should fall within your pricing parameters.
