Nagios != NMS.

As good as Nagios is, NMS is much broader than mere monitoring (and reacting)

But, if you're simply looking for a decent cheap monitoring package
for Windows, try Servers Alive, or perhaps Polymon.

What's Up Gold != Cheap
HP OpenView != Cheap
CA and Tivoli solutions != Cheap, either.
