Either use VWD or Expression Web (or Notepad++ for something a bit more 
lightweight).

Definately -1,000 for Word.

Anything involving server-side code is probably *not* best handled in a GUI 
designer tool because the designer tool will muck with stuff that it doesn't 
"see" (namely whatever the server side code renders - which could include HTML 
elements).
