I had some trouble with those. Some of the utilities don't build all the features that the UnxUtils variants do. I also had some DLL hell between them and UnxUtils and/or other utilities I had. They do indeed depend on some DLLs, just not as many as Cygwin. ssleay sticks out in my mind. It's been awhile; I forget the details. I've had UnxUtils for some time so availability wasn't a concern. And it's not like "grep" has changed significantly in the past few years.
