Could probably test to see if you can get exclusive write access to it. I 
imagine IIS has a lock ahead of time.

I have an FTP box running IIS 6.0.  Is there an API or some such to determine 
if an incoming file is done?

To be clear, I'm talking server-side, not client.  I want to know if a file is 
'done' before I move it.
