Government has to overspend all of their tax dollars to justify tax
increases.  If they don't spend everything and they have a surplus, that
means that taxes were too high to begin with and the people raise hell
about that!  And God forbid that we should ever have a balanced
budget...

could find the money to match funds with the Fed's to do things too bad
the Fed's don't give a rat's ... about the workers as long as the taxes
keep getting taken.
