Fire them. Actually, just firing one or two should do the trick. Most of the rest should see the writing on the wall at that point. (Ed Crowley) If you prefer a technological solution: Run VNC as a service process, as a different user. Users can't kill processes they don't own. This assumes users don't have admin rights.
