Got it. I have IP addy and user name logging built into their log in scripts.
Records the info to a csv file that I keep on a server share. That server is
freaking out, not responding....the script is hanging until it times out.

Nope, no roaming profiles. They are evil.

Any chance you are using roaming profiles?

I got nothing on this one, it is killing me. 2008 domain, mostly XP desktops
but some Win 7 and Vista machines with the same problem. Applies settings and
all of that very quickly. But when the desktop shows up, it is blank.then it
can be 3 or 4 minutes before the hourglass goes away and icons appear and the
user gets control of the desktop.

I turned up all the logging I could last night and I am finding some events now
that might be helpful.

The winlogon notification subscriber <GPClient> is taking long time to handle
the notification event (StartShell).

And

The winlogon notification subscriber <GPClient> took 104 second(s) to handle
the notification event (StartShell).

Seems like GP's are hanging. DC's are up and no errors, DNS and WINS are
responding just fine.
