I would say go with one of the Cacti virtual boxes that are pre-configured before you spend money. This will net you a few things.
A better understanding of your environment with only a few hours time learning. If it doesn't quite do what you want, you will have a better idea of how to state what you are looking for. A better general understanding of the monitoring technologies available.
