We use Qqest Timeforce and are pretty satisfied with it.

It seems to work decently.

Web interface for running and viewing reports. Keypad, card, and
biometric punch mechanisms. The punch clocks interact with a service
that you can either host yourself or they can host it for you.

I don't recall ATM whether the service can export to CSV, but we're
using a 4 year old version. It does support exports for various
accounting packages - QuickBooks, Peachtree, and Great Plains are some
of the ones I recognize.
