  As everyone else said, use a DHCP reservation.

  But, something to consider: Instead of giving the rogue device a
bogus IP address, give it a static address that isn't used for
anything else.  Then you can do things like:

(1) Firewall out just that IP address
(2) Have your network alert you to when it comes online
(3) Use a sniffer to monitor traffic, maybe figure out who it is from that
(4) Maybe find some way to send a message to the device by IP address
... or, my personal favorite, ...
