I haven't had any time-traveling mail that I've noticed, nor have I had trouble reading mail, but I had the red contacts-are-broken banner this morning. I found an old discussion that mentioned the <http://www.google.com/appsstatus> which I didn't know about before. Earlier it said they were having trouble. Now it says it's fixed. No details from Google I've seen, either there, or on the blogs.
