That's an interesting idea. The terminal server licensing server is normally automatically discovered. However you can set a specific licensing server with a registry key. So it MAY be possible to run two.
However you are probably better off just moving to user cal's by the sounds of things. The bonus is that Win2k3 doesn't actually keep a track of user cals. So if you do run out, things will keep going which gives you time to purchase more CALS. With MS licensing options like True up it's probably not the worst thing in the world to be a bit short on user cals every now and again.
