  Odd, we've got the same problem, but don't have anyone on 2007 yet.
Mostly Outlook 2003.

  "This behavior is by design."  There won't be a fix or update from Microsoft.

  You can manually go into the registry and point Outlook at a folder
of your choosing.  For one particular luser, after the fifth time he
lost something important, I created a folder "Outlook Attachments"
under his My Docs folder, and pointed Outlook there.

  The registry entry for 2003 is:

HKEY_CURRENT_USER\Software\Microsoft\Office\11.0\Outlook\Security\OutlookSecureTempFolder

  For other versions of Outlook, it will be something else.
