  Possibly.

  Phillip Partipilo's suggestion works if you're otherwise in over
your head.  First, start by unplugging the network cable.  If the
problem continues, it's a local service.  If the problem goes away,
it's something on the network.  Then unplug segments/switches one at a
time to isolate.  Then nodes.
