Forget it. I found it . I didn't add it when I installed the ts in the first place.

I was able to deactivate the 2003 but I don't see a prompt to add the 2008 license server. I clicked on ad tools, term services but I don't get an option for TS License manger to activate one by phone. The clearinghouse opened a ticket with MS Support for me but it could take up to 8 hours to get a call back. I have no license server until I get this fixed.
