Yup! ctrl+shift+esc, kill winlogon, desktop comes up right away.

It sounds like a busted profile or bad policy or startup script but we went up 
and down those and tore them all out and still saw it occur sporadically. We 
gave up on troubleshooting it and told the user how to get around it

We've seen this with 1 out of our 40 windows 7 users. Though it's a very small 
chance it's related

The "workaround" was to have the user kill the winlogon process and everything 
proceeded normally after. Even on this one machine it occurs very randomly.
