Thanks so much for the lead Roger.  CodeTwo has a lower per user cost than 
Policy Patrol, which is nice although my concern is how good the product is, 
will it crash, etc.  The fact that it will be installed on the Exchange server 
itself concerns me as I would hate for it to crash!

Do you happen to have any hands on experience with either product?

Take a look at Exchange Rules from http://www.codetwo.com.  It's affordable and 
can pull the data directly out of AD.
