WAY back before WinXP, there was a collection from MS called "Power
Toys".  They had one which would keep the focus on whatever window the
mouse happened to be in.  (It would also shift focus to whatever window
the cursor was moved to - intentional or not.) 

I know they updated "TweekUI" and a couple of others to run in XP.
Don't know if they'd work with Win7 (or even Vista) or not. 

However, something to keep a newly-opened window from stealing key
strokes would be great for job security.  My screaming disturbs
people...
