You may not be able to. STOP 0X0000007B is one of the INACCESSIBLE_BOOT_DEVICE stop codes.
I see it quite frequently on Win2k and WinXP desktops with bad hard drives. Granted other things can cause it (say, the installed OS doesn't have a driver for the storage controller), but if this was once a working machine and all of a sudden it's giving this error then I would say you have a serious hardware problem.
