Just a guess here, but don't you need an ACTIONLISTOFF and END ACTIONLISTOFF section as well? Otherwise it won't know what to do when the policy is cleared? See the last example here: http://technet.microsoft.com/en-us/library/cc738443(WS.10).aspx.
