Just in case this might save someone some time:

 

I've got 2 KMS hosts on the network and I went through the process of
preparing them for the new KMS keys that support R2 and W7. No issues at
all with the process. But I had no R2 or W7 machines on the network to
test. Activation count on both servers is above 5 by the way. Brought up
an R2 VM and it wouldn't activate. So I do the usual troubleshooting. Is
it a firewall issue, connectivity, port 1688, SRV records. I could see the
activation request on the client, the KMS host received it and saw the
response was received by the client in the event logs. No errors.
Scratching my head for about an hour.. .then I noticed that I to configure
the time zone correctly on the client. Boom, it activated. Not the
sharpest tool in the shed today.
