That is a very large box, and it is at least double-walled.  There is 
probably at least one more double-thick partition inside.  THEN there is 
the weight of the rails.  Twenty-six lb doesn't sound too far off...

As to the server arriving shortly afterward, my guess is that someone saw 
the packaging, saw the rails, and then taped it up and sent it.  Later, 
when someone finished building your server, they went and started asking 
what had happened to "the box"...
