Maybe I'm misreading, but wouldn't just opening the PST file be sufficient? File->Open->Outlook Data File?
Questions I don't know the answers to which might affect the validity of my answer: whether there is a difference in PST files from 2003 to 2007 and if they are incompatible for some reason. Or if the archive was create in anticipation of the move, for some reason.
