No, 2000 Pro included Access 2000, 2007 Std does not include Access 2007.

I would be Very Surprised if M$ lets you 'legally' upgrade from 2000 to 2007, 
skipping XP and 2003 in the process (and thus failing to fatten M$'s bottom 
line) ;-).

suggests that you may be able to do that (!!)
