Yes we have a small SCOM instance, and ACS is my first choice. Budgets are 
very tight right now, and I have a feeling that doing this with SCOM won't 
get budget approval. But something like Log Manager might due to it's 
lower cost. I wanted an alternative to ACS incase it isn't approved.

I have a couple of commercial clients that look for errors.

I've heard, but have no experience with, that some high security 
government agencies monitor desktops more closely than they monitor 
servers.

By the way, this capability is built into System Center Operations Manager 
(called Audit Collection Service), if you happen to have licensed that 
software.

I just set it up on a test system, and it seems to be pretty decent. Does 
exactly what I was looking for. Basically download the security logs from 
our domain controllers and store them in a SQL DB for reporting.
