Spinrite is only $89/license, and corporate users need four licenses per site:

ISTR hearing on the SN podcast that 10 licenses gives you a enterprise license 
at multiple sites, but you'd have to write to GRC at the address on the License 
Info page to confirm that.  FWIW in 2008 Steve Gibson said:

    "... enterprise license is 10 copies of SpinRite. So that's $890."

Amortized over 260 laptops $890 is less than $3.50/laptop.

The downloadable Spinrite installer creates an ISO that boots FreeDOS, but with 
a little google-fu you can also tweak it to boot Win98 (I did) or to boot from 
a USB stick (I also did this).  If your PGP command-line installer will run 
from a true DOS prompt you could add it to your bootable Spinrite media and set 
up a boot menu .... you can also apparently install Spinrite on a BartPE 
bootdisk/bootstick, http://www.google.com/search?q=spinrite+bartpe and I even 
found that the PGP installer will also run from a BartPE bootable device.
