OEM license is for first-install of an OS on new hardware only. To
upgrade a machine already running Vista or XP, buy the "upgrade"
license.

Subject: Windows 7 License Question

Selling a new Pc with Vista Business OEM is it correct to upgrade it to
Windows 7 using the OEM product ?
The operation is accepted but I am not sure is the right way.
