Doesn't matter.  And OEM licenses are for system builders only.  If you buy
a fully functional machine and then sell it - you are not a system builder,
you are a reseller.

OEM license is for first-install of an OS on new hardware only.  To upgrade
a machine already running Vista or XP, buy the "upgrade" license.

 Selling a new Pc with Vista Business OEM is it correct to upgrade it to
Windows 7 using the OEM product ?
